More about Lisa

Lisa is the firm’s founder and serves the firm as CEO. She has more than 32 years of experience in the business practice of geotechnical engineering.

As an industry business leader, Lisa specializes in understanding market opportunities and development, strategic alliances and overall business management.

Lisa is also extensively involved in the business operations and leads BECC’s efforts to maintain the highest standards in our industry and corporate culture while always maintaining the highest standards of integrity and ethics.

The past thirty-two years spent in marketing and working with her clients provide her with a knowledge base to become a trusted advisor to our clients on their projects.

Lisa attended the University of Alabama in Birmingham and holds a bachelor’s of science degree in business management from Huntingdon College.

Marty Burford, P.E.

President

More about Marty

Marty has over 25 years of experience as a senior geotechnical engineer. His responsibilities have included preparation of written engineering reports which provide recommendations relative to the geotechnical or environmental aspects of new construction or development. Items typically addressed in the report would be grading requirements which may include compaction and pavement design regarding asphalt or concrete.

Duties also consisted of assuring compliance to design and specifications during construction of engineered fill, ensure proper installation of foundation types (shallow or deep) and to review laboratory test results performed on construction materials such as asphalt, concrete, and soil.
He has also conducted pavement evaluation studies.

Marty graduated from the University of Alabama at Birmingham with a Bachelor of Science degree in Civil Engineering

Environmental

Marty also has over twenty years of experience in the practice of environmental engineering. He has managed projects which include Phase I and Phase II environmental site assessments; environmental impact studies; groundwater investigations; groundwater and soil remediation; UST closure and site assessments; NPDES permitting; and asbestos and lead-based paint surveys.

Marty is knowledgeable in state and federal regulations pertaining to surface water, groundwater, wetlands, underground storage tanks, stormwater permitting, and hazardous waste management.

Richard Rhinehart, P.E.

Senior Vice President

More about Richard

Richard has 30 years experience as a senior geotechnical engineer on a variety of geotechnical and materials engineering projects for heavy industrial, commercial airports, municipalities, military installations, high-rise commercial structures, and landfills.

He has been responsible for earthwork and grading programs on sites ranging from five acres to more than 2,000 acres, and for providing geotechnical, environmental, and materials testing services for facilities ranging in size from 50,000 square feet to more than 3,000,000 square feet.

Richard is also experienced in the field of construction materials testing, serving as a project materials manager responsible for the supervision of the testing laboratory personnel.

In addition, he has performed a variety of field inspections and laboratory tests including: observation of proof rolling, footing, pile and caisson inspection, undercutting and soil stabilization observation, compaction control of embankment fill, installation and monitoring of instrumentation for settlement and field bearing ratio of soils, asphalt construction, concrete construction, soil, concrete and asphalt testing in accordance with ASTM, AASHTO, FAA, and FHWA specifications and requirements.

Richard graduated from the University of Alabama with a Bachelor of Science degree in Civil Engineering Technology.

Jeremy Mitchell, P.E.

Technical Services Division Manager

More about Jeremy

Mr. Mitchell provides a vast background on which to manage projects. He has an education and professional background that includes cost estimating, scheduling, and program management.

He has also performed foundation design, soil engineering, programming, and power distribution. He performs a broad range of tasks for BECC form construction inspection services, collecting field specimens and performing laboratory tests to geotechnical structural analysis and design recommendations.

He provides oversight and management structure for our testing laboratory, which includes updating and maintaining certifications and accreditations such as AMRL, CCRL, AASHTO, NICET, and ACI. He also performs routine safety inspections and is the Safety Officer at our corporate office.

Jesse Jowers P.E., P.L.S

Surveying Division Manager

More about Jesse

Jesse is a Licensed Professional Engineer and serves the firm as the Senior Project Manager. He has sixteen years of experience as city engineer with the City of Pelham.

In addition to being a professional engineer for nineteen years, he has also been a professional land surveyor for twenty-two years, and a certified bridge inspector for fifteen years. He has considerable experience in civil site design projects including grading, drainage, and erosion control plans for medium to large construction sites.

Jesse has been involved in numerous boundary and topographic surveys, with considerable experience in AutoCAD. Jesse attended the University of Alabama and holds a Bachelor of Science degree in Civil Engineering.

Willie King III

Laboratory Manager

More about Willy

Willie King has been a long time employee with BECC for the past 13 years. Willie holds his BSME from Tuskegee University. He also holds all of the necessary certifications and has the experience to run a top-notch materials laboratory. Willie is responsible for high efficiency in our laboratory as well as performing lab tests and training our technicians on correct procedures both in the lab and field. Willie takes a lot of pride in assuring testing accuracy and the quality of data output from the lab.

Laboratory accreditations from organizations such as the American Association of State Highway and Transportation Officials (AASHTO) and the Corps of Engineers are rigorous and Willie stays busy updating our quality and procedure manuals, performing internal audits and preparing for on-site assessments and inspections.

Proudly, Willie serves our Country in the Alabama National Guard and also served in the United States Army.

James Greer

Special Projects Division Manager

More about James

James holds his Bachelor of Science in Environmental Engineering from The University of Alabama.

His role at BECC is large project set up and support on both environmental projects and large specialized construction materials testing and inspection projects.  James’ best attributes are problem solving and production.

He enjoys not only serving our clients but mentoring our new engineers as well.

Mark Manning

Aviations Division Manager

More about Mark

Mark is a licensed ALDOT & ICC Special Inspector and serves the firm as a CE&I Manager and Staff Geologist. He has over nine years of experience on construction materials testing and inspection projects from various clients and government agencies.

He has performed CE&I services for the Alabama Department of Transportation and other various municipalities on ALDOT projects.

Mark is experienced in construction materials testing including pavement and subgrade evaluations, as well as stormwater and inspection of best management practices (BMP’s).

Mark graduated from the University of Colorado with a Bachelor of Science degree in Environmental Science/Geology.

Cat Miller

Accounting Manager

More about Cat

Cat serves as the firm’s Accounting Manager and Executive Assistant. She has more than six years of Administrative experience and more than two years of Accounting experience. Specializing in Accounts Receivable, Billing, and Payroll, as well as a multitude of Administrative work, Cat is also actively pursuing her degree in Business as she continues her career at BECC. Cat is extremely involved with our staff, aiding in recruiting and hiring candidates as well as maintaining the needs of our employees. Cat has been with BECC for over five years and has occupied many roles during that time, gaining knowledge in various areas of the company. She enjoys discovering new ways to efficiently streamline operations, as well as encouraging a positive work environment for herself and fellow colleagues.
